There are people on the bottom of the decision making process on the vertical plan that will not live with a decision made by upper management if they are not included in the decision process. For example, if a manager makes a decision about how the floor should be swept and the man or woman who sweeps the floor is not involved in the decision process, the floor won’t be swept.
