When you allow your adversary to decide “maybe”, and when you subsequently chase them, it makes you appear needy and ineffective - and nobody wants to work with an ineffective person. On the other hand, when you give someone the right to say no because you are focussed, busy and don’t have time to chase, you appear very effective.
